The Research About Economic Mobilization Strength In Jiangxi Province From The Angle Of Emergency

The national economy mobilization originated in the needs of war, which is the centralized embodiment of economic strength as well as the comprehensive national strength. In order to meet the needs of society, the areas covered by the national economy mobilization are expanding constantly, so does the function. The original theory only can be used in the state of the war now also play important roles in emergency aspects. In recent years in the incident, through national economic mobilization, the country not only set a lot of manpower, material and other resources for the emergency required in a short period of time but also powerful safeguard the People’s daily life and the normal production of enterprises. These facts mean the national economy mobilization can better cope with emergencies, which can reduce the disaster losses and guide the post-disaster reconstruction. So it means a lot to a country’s economic development and social stability. Although all kinds of emergencies happen occasionally, the frequency of those similar to "SARS" such serious and widely spread situation is not too high and most of them are limited to relatively small geographical areas. Hence, this paper selects Jiangxi province as the research object which suffered serious losses because of the snowstorm in2008and focuses on analysis of the level of national economy mobilization in Jiangxi province from the aspect of emergency.This paper first combs the concept of national economic mobilization, and points out that economic mobilization is not just limited to meet in battle in peacetime, but should be extended to the economy. After a brief comment on the basis of national economy mobilization connotation and extension and the previous economic mobilization evaluation system, the paper selects some gross indexes and constructs the index system to evaluate the level of national economy mobilization of Jiangxi province, so as to illustrate the scale and the level mobilized by national economic mobilization from the total aspects. The empirical part of the paper proposes evaluation methodology through describing the existing evaluation methodology, namely the factor analysis and cluster analysis method. And then, the paper does the national economic mobilization of multivariate statistical analysis on26provinces, municipalities and autonomous regions by using those gross indexes in the purpose of preliminary positioning the level of economic mobilization of Jiangxi province. Furthermore, it provides some proposals from the aspects of improving economic mobilization comprehensive strength and strengthening the emergency function.
