Since the world running into the21st century, the global economic development has entered a new stage which filled with cooperation and competition. One of the stage’s important features is appearing of the industrial clusters phenomenon which described as "massive economy" and "mosaic". Just as Michael Porter said:"Nowadays, the world economy map is filled with the regions of cluster". Obviously, industry clusters have become an effective tool to maintain sustained and rapid economic growth and play an important role in regional economic development. However, during the industrial clusters in the geographical concentration to reap economies of scale, it also brings some of the negative problems that market economy can’t avoid. In this case, we must rely on the government’s macro-control means to interventence the cluster economy, in order to protect industrial clusters on the healthy development road.From the aspect of system science, the article combined with industrial economics, management science, statistics and other multi-disciplinary knowledge to analyse the nature of the industry cluster and the evolution mechanism of industry cluster with mathematical modeling.Based on the previous research, the author analyses the nature of the industry cluster from multiple perspectives, found that the industry cluster is the conclusion of an open organizational structure, it has the same mechanism with the evolution of the particle swarm algorithm optimization process. Therefore, this article analyses the phenomenon of industrial clusters and particle swarm optimization combined on the discussion:Firstly, the relevant concepts and theories of industrial clusters, a detailed study of in-depth study of industrial clusters in terms of meaning, classification, characteristics, domestic and international research status; then on the basis of Porter’s "diamond" model to select a reasonable evaluation system and establish industry cluster competitiveness evaluation model, and in Suzhou, the electronic information industry cluster instance analysis; then I particle swarm optimization, in-depth study, and analysize its behavior, parameter, stability and convergence, and give two improved algorithm with adaptive thinking through simulation analysis proved to be feasible and effective; Finally, on the basis of industry clustering and particle swarm-based particle swarm optimization Government to assist industry cluster evolution model of creative mapping the complex phenomenon of industrial clusters to be discussed on a three-dimensional plot, and Jiangsu Province prefecture-level city’s electronic information industry cluster instance analysis. The results show that the model can reproduce the industrial cluster agglomeration process, but also prove the importance of government in the process of industrial agglomeration, with its "Association" role.
