With the advent of information and knowledge economy era, the development ofpetroleum enterprises has not only attached to the imput of resource, capital, technology andlabor force, but also largely involved the soft power. Soft power plays a key role inconsidering the completion of “Two Transformations” for advancing the process ofinternationalization in China petroleum enterprises. As the pillar industry of china’s nationaleconomy, petroleum enterprises soft power will directly affect the sustainable development ofpetroleum enterprises and their international competitiveness. What’s more serious is thatpetroleum enterprises soft power construction determines the construction of China’s nationalsoft power. Therefore, it is of both theoratical and realistic significance to do research onpetroleum enterprises soft power evaluation.This paper analyzes the three development directions of petroleum enterprise soft power,based on related domestic and overseas literatures concerning enterprises soft power andpetroleum enterprises soft power; explains the connotation of enterprises soft power andformation process, the relationship between enterprise soft power and enterprisecompetitiveness, between enterprises soft power and enterprises comprehensive strength,petroleum enterprises soft power situation and affected factors, and so forth. Finally, the papersets up petroleum enterprises soft power evaluation index system, including six first-levelindexes and twenty-two second-level indexes, according to the principle of evaluation indexsystem establishment and reasonable index designation and selection.This paper applies analytic network process (ANP) to determine the weights ofevaluation indexes. In the fourth chapter, it introduces the ANP structual model andcalculation method. Owing to a large amount of data calculation, this paper applies SD2.0software to calculate the data information obtained from questionnaire survey. The wholeevaluation process of ANP is illustrated by a specific example, then applied into establishedevaluation indexes, and finally the results shows that the improvement of petroleumenterprises soft power is highly related to many indexes. At last, the paper suggests to createthe power of culture, upgrade the power of innovation, carry out corresponding social responsibilities, promote integration competence, strenghen power of magagement andcontrol, and build the power of petroleum enterprise figure.
