Inner Mongolia Environmental Audit Practice And Exploration

Problems on environment is as critical as population explosion and resource exhaustion.It is posing a grave threaten to the sustainable development purport of our society as a result of over excavation of natural resources and destruction on ecosystem. This issue is a main topic of modern communities and the focus of all governments of the world. Environment protection has some distinguishing features of its own in Inner Mongolia Autonomous Region due to its specific location and economic development pattern, and safeguard of environment has a significance in a sense in this area.Governments on all levels have been paying a great deal of attention and input a vas of fund for environment protection. It is urgently needed to supervise how the money has been used and whether it has been used efficiently. In according to the laws on environment protection, the operation and its results of environment protection on air prolusion, water deterioration, and waste material disposition should be under control of audit, which is a essential element of the comprehensive management system.At present, environment audit in our nation is at the stage of exploration and development, without a succeeded model of management for practice. From1997to2012, environment audit in Inner Mongolia, I think, has underwent a process of initiation, practicing, and development. We have made some experiences and achievements, but we have noticed that there are many weakness as well in audit schedule, audit objects, audit measures, and focus areas as a whole because of lacks of depth, audit resource inefficient, inadvisable audit procedures, and irrational knowledge combination. We believe that, in a long future, improving environment audit on the basis of local conditions to facilitate regional economic booming will be the main target of the government audit department of Inner Mongolia Autonomous Region.In this article, we will give a thoroughly discussion on the objectives, focus areas an specific issues of environment audit for the purpose of improving environment management. We have also analyzed the restriction for development of audit improving by the means of comparing and reasoning and audit practice in the substantial work. The ultimate goal of this article is to intensify environment audit and accelerate economic upgrading by putting forward constructive opinions and suggestions.
