With the social development, traditional farmers’ markets tend to be transformed tosupermarkets. The transformation in Haizhu District of Guangzhou City has achieved initialaccomplishments. However, there is some inadequacy in supervision after transformingfarmers’market to supermarket,and how government agencies can scientifically supervisefarmer’s markets after large-scale rectification works became new challenges.Domestic researches about transforming farmers’ market to supermarket started in2002, but have diminished since2007because relevant projects faded out from government’spolicy agenda. So far, relevant papers at home and abroad have mainly focused on whetherand how to transform markets rather than exploring, through studying real cases, the rolegovernment should play in the transformation and supervision of markets.Focusing on the Haizhu District of Guangzhou City, this paper describes the status quoof farmers’ markets after they were transformed to supermarkets, applies theories ofgovernment behavior and governance to analyze the causes of farmer’s market supervisoryproblems, and proposes policies and recommendations for regulating the governmentbehavior. This study applies literature research methods in collecting and analyzing relevantresearches at home and abroad regarding transforming farmers’ market to supermarket, andfurther discusses these researches through studying the real case of farmers’ markettransformation in Haizhu District. When researching the supervision situation of farmer’smarkets after the transformation in Haizhu District, this paper adopts comparative analysismethods to list the problems before farmers’ markets were transformed to supermarkets, themeasures taken by the government to resolve the problems after transformation and reasonswhy these problems couldn’t be resolved thoroughly, and thereby recommends the principlesand measures governments should take to supervise farmers’ markets after they weretransformed to supermarkets. In addition, multiple research methods, such as statistic surveyand comparative analysis, are used in the case study of farmer’s markets in Haizhu district.The innovation point of this paper is that, as the supervision of farmers’ market is a hottopic nowadays, this paper starts with the problems of the farmers’ market supervision inHaizhu District after transformation, describes the sequence and gives the advice. All theseenrich the government behavior theory as well as transforming farmers’ markets tosupermarkets theory. Besides, this paper explores the application of governance theory inpractice, including measures about supervision of farmers’markets and the conclusion that thegovernment should, according to economic development, leverage scientific policies, refined laws and rules, and third parties to regulate farmers’markets.
