| As an integral part of daily life, leisure has become more and more important to reflect thequality of life. However, there are still some serious problems in china’s leisure industry, suchas institutional constraints, lack of community leisure development and people’s lowhappiness level, which implies the need to enhance its social function. Then it became anecessary to find a way to examine the social welfare effects of the leisure industry andevaluate the national leisure life level, as well as provide valuable advices for enhancing thepublic leisure service level.Based upon a lot of related research both home and abroad, this paper put forward theconcept of National Leisure Happiness Index (NLHI) and an initial set of its indicators. UsingDelphi as a tool to identify effective indicators, a set of scientific NLHI index systemconsisting objective index and subjective index was developed. Meanwhile, the paperdetermined the index weight and built an evaluation model of NLHI. Then the writer tookGuangzhou city as an empirical study to test the rationality and feasibility of the indicatorssystem.This paper got conclusions as follow: From2001-2010, the level of social leisure benefitsin Guangzhou was overall in the trend of increasing with fluctuations. The air quality of theenvironment, per capita industrial resources, transportation and security were the mostimportant objective factors restricting the level promotion of Guangzhou residents’ leisurehappiness. Actually, the residents’ subjective leisure happiness was in general level and theleisure rights were not given due protection, which became the most important reason for it’slow leisure happiness level. Besides, there were significant differences in leisure happinessbetween different location, age, gender, occupation, family structure and personal disposablemonthly income of Guangzhou residents. Finally, based on the results of the IPA, the authorgave some valuable advices on enhancing the level of Guangzhou residents’ leisure life. |
