| Since the tourism was determined as the new growth point of the national economy from1998years, the tourism presents rapid development; tourism also becomes a way of life for the people gradually. And tourism scenic spots as one of the three pillars of tourism also present swift development in these years. But the development of projects appears all kinds of problems, such as:blind investment, insufficient funds, and low management efficiency.The mode of BOT is widely used in project financing by the international society. It refers to:the government through the bidding form selects project company, the project company must has rich experience and high qualification,then the government delivers the right of construction and management in a certain period to the project company;the project company can run the project through their own unique experience of project management in order to get investment costs and operating profit; Both sides must sign concession agreement to provision the rights and obligations of each other, when the deadline expires, this project company must hand the project in accordance with the agreement. The applying of BOT in development project of tourism scenic spot will solve some problems in a certain extent, such as:insufficient funds, low management efficiency.This paper identifies the risk factors of the development project through extensively reading literature material, and then estimates the risk factors by using AHP, and finally puts forward response measures based on the BOT.The innovation points of this paper is establishing a risk identification table through analyzing tourism resort development project based on BOT; In addition, the author estimates project risk by using AHP. These contents will offer references to the application of BOT in tourism scenic area development project, and it also can ensure the implementation of project goal in a certain extent. |
