With the increasingly fierce competition among enterprises, the business survival is under increasing pressure. In order to achieve sustainable development, many companies have developed strategies for enterprise development. But how to turn strategies into actions and further into the results of these enterprises is the problem that the enterprises are facing and must be solved. As an important component of strategic human resource management system, the strategic performance management system plays an irreplaceable role in promoting corporate strategies’"landing". How to design and establish an efficient strategic performance management system within the enterprises has become the major problem concerned by more and more enterprises.In recent years Shandong Expressway Company Limited has established its own strategies and has instituted the performance management system, which makes assessment to the branch and plays an active role in the management of road and bridge. However, the strategic performance management system has been carried out slowly, without considering the company’s strategic goals. This paper makes a research and analysis on the Shandong Expressway Company Limited performance evaluation system. The existing problems are mainly as follows:performance management system is not complete, performance evaluation of the object is not comprehensive, the functional departments do not establish effective appraisal system on the corporate level, the company’s strategic goals cannot be effectively delivered to the functional departments; assessment indicators of the branch is not comprehensive, especially finance indicator and internal management indicator; some indicators are unscientific, so the goals realization of strategies can’t be prompted through evaluation system; feedback mode is single and two-way performance of communication is not in place; the unreasonable internal assessment of branch, the unscientific assessment of department and the simple assessment of personnel cannot fully reflect the performance of personnel, and personnel are not satisfied with the results of the assessment; application performance results with a single.By means of BS、KPI、360°Feedback、and Graphic rating scale, this paper makes a research and analysis on the Shandong Expressway Company Limited and branch performance evaluation system. The Performance Appraisal System and the Performance management System were redesigned based on the above analyses, and the strategic performance management system up to the goal of the enterprises was set up, which lay a solid foundation for the realization of strategic goals. The author also expects this paper has the same effects on the other similar enterprises.
