A Research On Structure Of Local Financial Expenditure Based On The Perspective Of Financial Competition

The main body of the article is concentrated efforts on studying the structure of local financial expenditure based on the background of financial competition, by using of the way of integrating theoretical analysis into demonstration analysis and qualitative analysis into quantitative analysis together, and starting with analyzing the factors of structure of local financial expenditure, lay stress on studying the emerging root of financial competition and its influence mechanism. Then by measuring the efficiency of the financial expenditure at the aspects of Economic Construction and Science and Education of31provinces during4years, the article analyzes the current status of local financial expenditure under the background of financial competition.There are five chapters and one part of conclusion in this paper. The first chapter introduces the topic background and significance, defines the relevant concepts, makes clear the structure, research method and innovations of article, and summarizes the literature review of structure of financial expenditure and financial competition.The second and third chapters respectively analyze the mechanism of financial competition influencing on local financial expenditure from the view of theoretical analysis and model analysis. The second chapter firstly analyzes the influencing factors of structure of local financial expenditure and emerging root of financial competition, then makes the normative analysis on financial competition. The third chapter makes using of models of endogenous growth and strategic interaction analyzing the necessity of financial competition influencing on structure of local financial expenditure and the economic effects of financial competition.The fourth and fifth chapters are the positive analysis part of paper. The fourth chapter applies method of comparative analysis to compare efficiencies of31provinces during the year2007-2010from the horizontal, vertical and total views. The fifth chapter researches the factors of influencing the efficiency of structure of local financial expenditure using the outcome of previous chapter.Based upon the summing up of preceding discussions, the part of conclusion and suggestion summarizes five features of structure of local financial expenditure under the background of financial competition, and gives suggestions from four aspects.There are three innovations in this paper. The first one is the perspective and method of study. The paper selects the financial competition as the perspective of study based on the increasingly fierce financial competition between local governments in china, and uses the method of normative analysis and sets up the model of endogenous growth to analyze the structure of local financial expenditure, ultimately argues that the local financial competition is inefficiency, tendentiousness and homoplasy, and it really influences the structure of local financial expenditure. The second innovation is the measurement and assessment of the expenditure efficiency of31provinces by using the Data Envelope Analysis. The paper builds the two models of Economic Construction Expenditure and Science and Education Expenditure, and makes the horizontal, vertical and total comparative analysis. The last one is that by means of the Truncated Regression Model to analyze the influencing factors of local financial expenditure from the view of expenditure efficiency.
