With the development of science and technology, and constant achievements in science and technology research, people have paid more and more attention to the science and technology review for these projects and the research resources to check whether it is planed reasonably. Science and technology review has changed gradually from the original "plan for examination and approval" to "peer review" approach. Fairness and justice in the review is also a hot which people focus on. How to guarantee the scientific research project review can be more objective, fair and just, is an important subject in the research of science and technology review.The deviation model in the review grades from the fairness and justice in the science and technology review is employed in this thesis. Through the calculation and analysis for the deviation in review grades, the anomaly deviation in the grades is found out, the controversy in the projects is calculated, the inertia of the experts’grades is analysised, and the anomaly grades with all those information are fixed at last. There are a lot reasons for the anomaly deviation in grades, including bias deviation, controversial deviation and inertia deviation. According to the three deviations the model of deviation in grades which is called t-testⅡ is made, through which we can find out the anomaly deviation grades, and then calculate the controversy in projects to confirm whether the anomaly deviation is caused by the controversy, and then analysis the inertia of experts’grades. According to the relation of the experts’grades and projects’grades and the history deviation of experts, whether the experts have the inertia deviation in grades is confirmed. After the controversial deviation and inertia deviation are eliminated, the anomaly grades which are still in the anomaly data set can be amended. Employing the information entropy as the fluctuation parameter makes the fluctuation of amended grades comply with the experts’fluctuation of history deviation.The model of deviation in grades is employed for mining the useful review information. With the information of experts history grades the anomaly grades can be amended, which can provide more supervision and objective grade suggestions for the fairness and justice in review from the point of review grades. Through the calculation and analysis of the review grades in3years, the anomaly experts’grades is found out, and the controversy and experts’ inertia deviation are calculated. Useing information entropy to amend the anomaly grades, the results show that the model of deviation in grades can find out the anomaly deviation effectively. It can calculate the controversy and analysis the inertia of experts, and give a reasonable suggestion for amending anomaly grades. The model of deviation in grades which has an application in science and technology review is helpful to the fairness and justice, and it provides more review information for the development of the review work.
