| Housing is the most important premise of people living and working in peace and contentment and a country which can develop in stability. Any country in the world will take necessary relief policy to resolute the housing problem. The housing security is an important part of the social security system, which provide house to the low-income and middle-income class who has housing difficulties. With the reform and opening-up process in China, the housing system is changing from the completely welfare-oriented public housing distribution system to a double-track housing system which provides the commodity house and government security house in the same time. However, due to overemphasizing the market mechanism, the housing lost its welfare properties, and part of the low-income and middle-income class has difficulties in protecting their right of habitation. The housing problem becomes widely concerned and a hot topic of people’s interest and ask.Public rental housing is an innovation of housing guarantee system, which can provide the different types houses to the different income class and safeguard the goal of "everyone has his home to live". Beijing is the political, economic and cultural center in China, part of the low-income and middle income class in Beijing can’t afford their houses through the market given the high house prices and a large population with relatively little (arable) land. Beijing began to build public rental houses in2009, this article comprehensively analyze the policy and the operation mechanism of Beijing through referring to large numbers of documents and my investigation in related departments during my internship. Then through the comparison of the home-textile and supply side, this article points out the great gap of supply and demand. Because of the large initial investment and the long payback time in running public rental housing, the ratio of market participation is low and the funds source is single. The financing difficulties restrict its development.As a First pilot city, to perfect the Beijing public rental housing model has important significance to our country. It should be time to issue the laws of national level to definite the development goals and the function orientation, only after clarifying the system is state-dominated and the administrative measures is perfect match. Aimed at solving the problem of the transmission system in public rental housing is not smooth, the system should be improved and divided in four parts, which are planning the supply system, qualification examination system, capital operation system and the corresponding supporting system. In the end, we could gradually merger the construction of public rental housing, the low-rent public housing and public rentals to improve operation efficiency. |
