Study On The Perfection Of Medical Insurance Pattern Of Hangzhou Migrant Workers

Since the policy of the reform and opening up was carried out30years ago, the industrialization and urbanization have accelerated greatly which increase the number of migrant workers. So the migrant workers has increasingly become a large special social group which can not be ignored. As the new rural cooperative medical system was widely used in our country, most farmers are entitled to the new rural cooperative output in Hangzhou. However, the migrant workers who do the dirty, bitter, tired and dangerous things does not benefit from the system because of the existing defects of the new rural cooperative medical care. Also, the dual social structure, the household registration system and the double dilemma of the insurance make a large number of migrant workers excluded from medical insurance of town. Some developed areas are faced with a "labor shortage". This is mainly because the old migrant workers have gradually recede and then the80s and90s teenagers come to cities as migrant workers. Compared with their parents, they have different characteristics. Instead of barely pursuiting the satisfactory wage, they pay more attention to their various rights and ensurence, such as medical insurance and pension protection. Therefore the improvement of the medical insurance model. in Hangzhou not only help to ensure that migrant workers can enjoy the right of medical insurance, but also to a certain extent can alleviate the problem of corporate recruitment difficulties and promote Hangzhou’private economy develop in a sustainable, healthy and rapid way and ultimately are benefical for the construction of "peaceful Hangzhou,".The purpose of this study is to combine the characteristics of the migrant workers in Hangzhou on the basis of different types of employment and enterprise scale under the medical insurance model system of research to point out the current wide-spread problem of dual enrollment, the output to the new rural cooperative medical services and the geographical nature of the non-migrant workers basic medical insurance for hospitalization and serious illness exporter of NCMS, said the relative demand and supply, as part of foreign self-employed households who can not enjoy medical insurance or other prominent issues in order to protect migrant workers’right of enjoying the proper medical care insurance. The thesis adopt three research methods including questionnaires, interviews and case study. Through questionnaires and interviews we can understand the existing mode of migrant workers in Hangzhou, the distribution of medical insurance and the currirent situation. On the basis of this the defects of the existing medical insurance pattern in Hangzhou and the causes of these defects were analyzed; through the case study the exporter of Xinyang City,"Xinyang mode" and enter the hospital to Shenzhen labor medical insurance and medical insurance with co-workers were analyzed, and the reference output to Xinyang City in Henan Province. On the basis of the "Xinyang mode" and enter the hospital to Shenzhen labor medical insurance and co-workers to medical insurance, the medical insurance mode under different types of employment and enterprises in Hangzhou was improved.The main results of this study are as follows:Firstly, the improved insurance mode makes it possible for urban workers to charge the medical fees. More and more people can benefit from the medical insurance and become satisfied with the mode;Secondly, by taking on some measures the problem of the basic medical insurance for urban workers to increase output into the new rural cooperative mode, serious illness of migrant workers basic medical insurance and hospital output in the new rural cooperative mode into the phenomenon of double insurance is solved;Thirdly, the improved mode of combining the basic medical insurance for serious illness and the output to the new rural cooperative to some extent solve the problem that the out-patient and retirement medical insurance can not be guaranteed;Fourthly, improved mode of the output after the new rural cooperative into the model to some extent solve the non-medical services and the nature of the geographical issues;Finally, certain measures to be excluded outside the gate in the part of medical insurance self employed migrant workers or foreign self-employed individuals can participate in the basic medical insurance for urban residents in Hangzhou, so that they can enjoy the corresponding sickness medical insurance interests.
