Research On Innovation System Construction Of The Processing Manufacturing Parks

Since the financial crisis is increasingly subject to the general concern of the government, business, and even scholars. As important spaces vector of the processing trade, Processing manufacturing parks are the results of our country to undertake value chain processing and assembly aspects of international transfer. However, since the financial crisis, the processing manufacturing parks have faced the rapid rise in production costs, the gradual weakening of the comparative advantage and other difficulties, so they have the urgent need to achieve the transformation and upgrading. It is undoubtedly an important direction for the processing manufacturing parks to migrate to the high-end in global value chains through the cultivation of the technical innovation abilities and it is also consistent with the inherent requirements of the innovation-oriented nation-building. Studies have shown that the regional innovation system is a valid path to promote regional innovation capacity in the condition of interactive and networked innovation. This paper intends to base on relevant research, combined with the typical manufacturing parks in the research interviews and then preliminary explores the characteristic environment and the characteristic paths of manufacturing parks in building regional innovation system, hoping to be beneficial to the upgrading and transformation and innovation capacity upgrading of the manufacturing parks.The thesis is divided into five parts:The first part introduces the research background and significance, defines the basic concepts, explains the key issues and the research ideas and research methods. The second part is literature review of the transformation and upgrading of the processing manufacturing parks and the regional innovation system. The third part analyses the feature mechanisms of the processing manufacturing parks on building the innovation system. The paper combines the characteristics of the economic activities of processing manufacturing parks, and explores the special needs, special advantages, special difficulties and the special path of the manufacturing parks on building innovation systems. The fourth part explores the urgent needs of the Kunshan Economic and Technological Development Zone and Songjiang Industrial Zone for building regional innovation system, and then analyses their respective advantages and difficulties. Last but not the least, the paper makes conclusion and policy recommendations about the research.Manufacturing park life cycle theory illustrates processing manufacturing parks will eventually face the risk of recession and they have an urgent need for transformation and upgrading. However, both the transformation and upgrading and park life cycle of existing researches show that technological innovation is an effective way to avoid its headed for a recession. Therefore, the processing manufacturing parks have special needs for building innovation systems. They have industrial base, with enterprises playing important roles, forming industrial cluster and specialization of production. Meanwhile, the production network relationships between enterprises provide a basis for inter-subjective exchange. Because of closing to the international market, the parks are influenced by the multinational technology spillovers and it provides a basis for technological innovation. Therefore, manufacturing parks have the advantage features of building an innovative system. However, characteristics and advantages of China’s manufacturing park in the process of building an innovative system, there are still inadequate innovation and the main environment for innovation needs to be improved, innovative network relationships are not established, the lack of innovation and attention difficulties. The case of Taiwan’s Hsinchu Science-based Industrial Park, stressed the introduction, digestion and absorption is an important path to building an innovative system to promote processing and manufacturing park, the park is mainly through technology spillovers enhancing the accumulation of technical knowledge and innovative management experience, and then gradually increase the ability of innovation and nurture innovative elements of an effective model. This path helps the introduction of processing and assembly aspects of the accumulation of the basis for industrial development, so as to gradually achieve the goal of the introduction and control the whole industry chain of great significance to the original weak innovative ability in processing and manufacturing parks.The paper also proofs that Kunshan Development Zone and Songjiang Industrial Zone are facing tremendous pressure on the transformation and upgrading. Both of them have urgent needs for building innovation systems. In the process of building innovation systems, the two parks have their own advantages and difficulties. The government and enterprises play important roles in Kunshan development zone. In the leading role of government, Kunshan Development Zone has introduced a number of financial institutions and intermediaries. However, the development zone is obviously inadequate, with only a small amount of local research institutions and universities, and seriously dependent on areas outside the region。In the course of future development, we should pay more attention to the development zones with the culture and strengthening of the links between local research institutions and the development zone. The colleges play important roles in Songjiang Industrial Zone. Songjiang Industrial Zone, adjacent to University City, has an advantage in the creative talents. However, it lacks of financial institutions and intermediary institutions, so it is difficult to provide financial supports for enterprises and also can’t quickly realize innovation achievement industrialization. Therefore, in the course of future development, the Songjiang Industrial Zone, should try to speed up the construction of financial intermediaries, and emphasis on the role of government in this process.
