The climate change,which is caused by greenhouse gasses emission, has made a global consensus of establishing a low carbon economy and low carbon society. Although industrial and urban emissions constitute the main causes of greenhouse gas emissions, with the development of rural urbanization, agricultural modernization and township enterprise, the carbon emissions of rural economy are growing, the "high carbon feature" has become increasingly prominent. As a large agricultural country, the construction of low carbon rural is required for a low carbon economy. Low carbon economy will lose a important position without low carbon agriculture.Low carbon society can’t exist independently without low carbon rural. Therefore, the development of low carbon rural has become the general trend.Low carbon rural involves low carbon agricultural, low carbon rural life and low carbon township enterprises. Considering the basic position of agriculture and the relationship between agricultural production and climate change, the paper focus on the research of low carbon agricultural. Firstly,the paper analysed the concepts of low carbon society, low carbon agriculture and related concepts of low carbon rural. Secondly,the paper explained the development dilemma of "high carbon feature" through the analysis of rural carbon emission trend. Thirdly, the paper pointed out the necessity and feasibility for the development of a low carbon rural economy.Then, applying SWOT method to summarize the advantages, disadvantages, opportunities and challenges of low carbon rural economy. At last, based on the above analysis and foreign experience on low carbon economy,the paper offered countermeasures and proposals concerning legal system, policy system, technical service system, low carbon pattern, concept change, and the construction of carbon trading market for developing low carbon agriculture and rural.
