The second spindle focus of the EU rural development policy is to improve the rural environment,the LFA scheme of the European Union as an important part of the second axis of the rural developmentpolicy, which aims to give support to farmers in LFAs, services in the sustainable use of agriculturalland and rural environment, in order to promote sustainable agriculture and rural development. Studythe generation and evolution of the LFA scheme in the EU, and its experience in the implementationprocess, and help us to deepen the understanding of the LFA scheme, provide a reference for the newrural development policy formulation and implementation.Firstly, under the framework of the EU Common Agricultural Policy "Less Favored Areas" asdefined by the methods of literature analysis analyzed the theoretical basis of the European Union’s LFAscheme and the status of the Common Agricultural Policy, on this basis, and to analyze its relationshipand difference between closely related to other agricultural measures. Second, historical analysissummarizes the planned development process and its characteristics in the EU LFA scheme on the maincontent of the relevant legislation. Finally, the paper analyzes the objectives and implementation of theLFA scheme.Through the above analysis, the paper concluded that, first, the current EU LFAs scheme haveprofound environmental and conceptual basis; Second,LFAs of the EU plans to have its own missionand goals, and other measures of the common agricultural policy to promote LFAs, the protection of theenvironment and sustainable agricultural development; Third, the historical development of LFAs of theEuropean Union and ideas into the common agricultural policy reform and development processsynchronization and mutual influence; Fourth, the Less Favored areas scheme in the EU policyobjective to highlight the role and protection of the environment, the implementation process toconstantly adjust and perfect; Finally, LFAs of the EU plan is successful, effective, and conducive toresolving the LFAs, sustainable agriculture and environmental protection related issues, produced asignificant role in promoting the sustainable development of the EU agricultural environment.On the basis of the above analysis, the paper draw policy should be a thorough understanding andanalysis of its policies, the historical conditions of development concern in the policy goals andimplementation process, analysis of the rationality of policy formulation and implementation in China to explore its problems. Also believes that China should fully understand the environmental and culturalvalue of the agricultural conditions in LFAs, to further increase agricultural environmental protection,especially in support of LFAs, to promote harmony with nature, to narrow the gap between rural andurban areas, and promoting rural the sustainable development of the region.
