Research On Constructing The Quality Of Life Indicators System Based On Output Approach From The Perspective Of Pubic Policy

Promoting the residents’quality of life and letting the people live a happier life have been a hot topic in whole society, and become one part of the Local Chinese Government guidance step by step. In this paper, research object is urban residents, and research purpose is to construct quality of life indicators system, that is, providing a scientific, prospective, and operability measurement tools for assessing and promoting the residents’ quality of life by means of qualitative and quantitative analysis.In1958, Galbraith-a famous American economist-had first proposed the concept of quality of life. After the1960s, quality of life became a special research area and attracted the attention of researchers from sociology, psychology, economics and other fields. Quality of life research gradually becomes two different fields, that is, subjective quality of life and objective quality of life. In recent years, two research fields began to combine.Through the analysis and integration of the existing quality of life definition at home and abroad, the writer gives definitions to quality of life as follows from our social and cultural background. Quality of life is defined as residents’life situation and their subjective feeling and evaluation. Residents’ life situation consists of objective living condition, individual life situation (health, sports, leisure and so on), the interaction between residents and city, and the interaction between residents and society. Quality of life indicators system based on the output indicators is more scientific, so we can get better monitoring effect and put forward the pointed suggestion by using it. As a result, this research adopts the output indicators to construct the quality of life indicators system from the perspective of public policy.Quality of life indicators system based on output approach consists of living environment, basic survival and living quality. The field of living environment includes safe, consumption environment and living condition. The field of basic survival includes housing, mobility, economic condition and interpersonal relationship. The last field is quality living which consists of health, sports, holidays, cultural entertainment and social participation. The empirical research shows that quality of life indicators system based on output approach have higher sensitivity when conducting the horizontal comparison of the QOL between different cities.This paper consists of six chapters. Chapter one is introduction, and its main content is research status at home and abroad. Chapter two is definition of concepts related with quality of life indicators system. This chapter answers three questions as follows. First, what is happiness or well-being? How to make residents live a happier life from the perspective of public policy? Second, what is the definition of the quality of life? Third, what approach should we adopt to assess the quality of life? Chapter three is about the theory construction of quality of life indicators system based on output approach. Its main content includes theoretical basis, design principle, conceptual framework, and preliminary Structure. Chapter four’s main content is construction of quality of life indicators system based on output approach by empirical research. It has three parts:research objective, research methods, results and discussion. More specifically, part three includes selecting indicators and preliminarily establishing indicators system, exploring the structure of QOL indicators system, metrology characteristics analysis, the ultimate formation of QOL indicators system and some notes. Chapter five is related with application and analysis of indicators system. It consists of horizontal comparison of the QOL between different cities and group difference analysis of QOL of urban residents. Chapter six is policy values of quality of life indicators system based on output approach and public policy proposals. The conclusion part points out the limitation of the present research and problems for further research.
