| Accompanying with the progressing development of civil aviation transportation in China and the expanding of flight fleets, the transport network has been enlarged distinctly. And the airlines are challenged by the limitation of operation resources and the increasingly competition. In this circumstance, the integration of available resources to ensure the operation safety and punctuality has become the primary mission for the airlines so that to improve the core-competitiveness.Civil Aviation Administration of China assigns the same responsibility on dispatching the aircraft to the flight dispatcher and the captain. The flight dispatch office is also the center of management and decision for airlines operations as well as collecting and distributing center of operational information. Therefore, the effective handling and integrating of the available information became the most important thing for the decision making of flight dispatching.The thesis analyzed the current flight dispatch release system and pointed out the inadequacies that existed in the current dispatch procedures, flight dispatchers’ qualification management, and team management. Based on the requirement of Authority and Airlines, this thesis also built a new flight dispatch procedure and established a hierarchical architecture. That is, starting with the four aspects which are airport information, route information, aircraft information and flight crew information and established the corresponding sub-index system. Airport information including the departure airport, destination airport and alternate airport information; Route information including route minimum safe altitude, route weather and route navigational notice information; Aircraft information including the aircraft failure conditions and age information; crew information including captain information, co-pilot information and team information; and refined the sub-system step by step.Based on theflight dispatch decision model, the risk evaluation of flight dispatch decision has been established. In order to figure out the proportion of each element in the model, the decision support theory as well as the methods of AHP(analytic hierarchy process) and Fuzzy synthetic evaluation were adopted and the proportion were determined by the experts investigation. The model be verified by the samples. The evaluation of flight dispatch can assist the flight dispatcher make decisions. Meanwhile, the thesis also established the flight dispatcher qualification control system and related it with the safe factor thereby to ensure the safety operation.the Civil aviation industry has developed at a high speed in recent years, it also exposed inadequacies in safety management and system building. To solve these problems, Airlines must improve the awareness of safety management and transfer the traditional experience or program management to safety system management. The thesis improve the current dispatch release steps to modular process, considering flight dispatch release as a system, It changes qualitative decision-making assessment results to a quantitative results, That is one of the innovations of the essay. According to the quantitative assessment results, Airlines may allocate different risk level flight to the appropriate qualified flight dispatcher to release or monitor. This article can provide theoretical support for a flight dispatch system construction, and give reference for the flight dispatch software development. |
