Tianjin Economic And Technological Development Zone Budget Management Research

Fiscal budget management is a pivotal part of fiscal management. Considering problems in traditional budget management model, China has promoted vigorous reform in departmental budget, classified government revenue and expenditure, and two-way management over revenue and expenditure since2000, in an effort to institutionalize a standardized and scientific budget management discipline. However, poor enforcement happens in provinces, autonomous regions, municipalities, counties and towns, such as rough budget plan, incomplete implementation, poor performance, lack of supervision, etc., which are quite challenging to the promotion of budget management reform at grassroots level in China’s new era.Tianjin Economic-Technological Development Area (TEDA) has many problems. Objective issues such as irregular budget plan and incomplete implementation, system issues such as lack of performance management and supervision of budget implementation, and also mentality issues such as not being taken seriously by the responsible leaders still exist. After analyzing the reasons, the author proposes a series of targeted solutions to institutionalize a standardized and scientific budget management discipline, standardize budget plan, make the budget plan detailed, regulate the implementation of plan, set up budget performance management system, and establish and improve supervision system. Hope these measures may solve TEDA’s problems in this regard and facilitate economic development of TEDA, Tianjin Binhai New Area and Tianjin Municipality.
