Research On The Protection Mechanism Of Internal Audit Independence In Hunan Tobacco Company

Independence of Audit is not only the fundamental problem in auditing theory,but also the major problem facing audit practice of our country. This paper is set ininternal audit of Hunan Provincial Tobacco Company, starting with analyzing internalaudit’s current situation of Hunan Provincial Tobacco Company, and analyzing indepth its problems.Independent Internal Audit System with accreditation system as the coreisbrought out based on the above analysis. Finally, this paper sumsup and analyzes the operation results after the implementation of thesystem.Internal Audit is an important step to Enterprise Internal Control underCorporate Governance Structure. According to the request of “constructing a highefficiency audit working platform to realize coordinated personal and businessmanagement, thus completely realizing the function of internal audit” from HunanTobacco Company’s Party, this paper is to ensure Internal Audit work will be properlyand efficiently carried out, resulting in the “immune system” of the company.Therefore, in this paper, the current problems and their causes in Hunan TobaccoCompany’s Audit work, based on the theory related to Enterprise Internal Control andInternal Audit are analyzed in depth, thus revealing the protruding problem—loosely-controlled performance of audit independence. Meanwhile, borrowing relativeadvanced experience from domestic large-scale group company, with the aim ofstrengthening Internal Audit Independence, this paper puts forward an independentInternal Audit’s Guaranteeing System, with accreditation system as the core,including the contents of Organizational structures building, Human ResourceManagement and Audit Technology innovation. To carry out the major functionsproperly, so as to find problems and causes and discover risks and making suggestions.In the light of the call of "strictly regulate, efficient and full of vitality" launched byState Tobacco Monopoly Bureau, we must ensure the various economic activities inenterprises will proceed normally and effectively.
