This paper, S&T Policy for Large Scale CBM Fields Development, is a part ofthe Study on Chinese CBM Development Strategy and Policy (No.43-006) which isa subproject under the National Science and Technology Major Project-the LargeScale Oil&Gas Fields and CBM the Development; and summarizes the basictheory of Five Phases of the Energy “Innovation Lifecycle” discribes the charactersof the technology in different phase, discusses the roles of government in differentinnovation phase. The author also tries to apply DIR theory to promote CBMinnovation, which includes Direct Fiancial Support, Indirect Financial Incentives,and Regulatore Mandates. Basing on the analysis of the history and status ofChina’s CBM sector, the author has predicted the potential future of China’s CBMsector by comparative analysis methods. This paper analyzed the shortage of S&Tin CBM sector in China,.The author discusses oversea’s CBM development andpolicy profile, government directional support, indirect financial incentives andregulation mandates to promote CBM innovation; and summarizes the mission ofCBM innovation policy as Indigenous Innovation while Learning, Security andEconomics, Efficient and Technology Leader, Environmental Protection and LowCarbon. The goal of CBM RD&D policy is Toward an Integrated CBM RD&Dpolicy. The author recommends that the government direct support in CBM RD&D,discusses the the way to support RD&D and Pilot or Demonstration Project in CBMsector; recommends Financial and Taxation Policy, Management System andIntellectual Polcy for CBM Innovation. This article calls to support Study onEconomic, Social, Psychological, Law and other Social Science Project relatingwith CBM.
