The dissertation examined IMF from the perspective of organizational ideology. Organizational ideology refers to the total of emotions, notions and ideas of the dominant individuals or groups in the organization. In the case of IMF, with the help of weighted voting system, the position of United States and its allies in the Board of Governors and Executive Board guaranteed their dominance in the decision-making process of IMF. Thus, the main content of organizational ideology in IMF is neo liberalism.Starting with two core concepts of neoliberalism, namely, liberalization and privatization, the paper investigated the effects of IMF ideology on Mexico in the1980s, Thailand and South Korea in the1990s and Turkey in the2000s.Pre-post comparisons and transverse comparisons were employed to analysis the four cases. Comparing the situation a state was in before and after accepting the conditions of IMF, it is easy to find out whether IMF succeeded in promoting its ideology. Cross examination of four cases made it possible to discover the factors that influence the design of rescue program in IMF.The structure of the paper is as follows:the first chapter, by analyzing the structure of IMF. discussed the content of IMF ideology and the relationship between IMF ideology and lending conditions; the next three chapters focused on the cases of Mexico, Thailand. Korea and Turkey. The last section is conclusion.
