The Party Central Committee and the State Council highly concerned about the interests of the rural workers, taking people as the foremost, they worked out a series politics to solve the problems. In the process of the new style urbanization of Sichuan province, the key is how to make rural workers become citizen. This research is mainly on how to solve this problem. We deserve that the most important problem is how to solve the separation of labor, laborers and their family. On one side, as laborers, the rural workers exchange their only labor for the salary, but they are not offered corresponding social rights and benefits.this makes the separation of labor and laborer; on the other side, rural workers are working in the city but their family still stays in the country, this makes the separation of labor and their family. The key of how to solve this problem is removing all obstacles and making the separations disappear. On one side, while guaranteeing the rural workers can exchange their labor for the salary, we also need to offer their corresponding social rights and benefits. On the other side, we can encourage both laborer and their family becoming citizen. And finally we can authentically solve this problem and promote the new style urbanization of Sichuan province.Based on the analysis of current situation of rural workers of Sichuan Province, we discovered that to advance rural workers becoming citizen is in an urgent situation at present. On one side, Sichuan province has large area but actually is just a little per capita. On the other side, the surplus labor in the country is too much, to transfer it is urgent. We make the willingness investigation of rural workers becoming citizen at the same time and discuss the condition from both favorable conditions and unfavorable conditions. And then we discover the main obstacles of transforming rural workers into citizen are:Institutional barriers, psychological barriers, city to undertake force barrier and economic ability obstacle. On the basis of this, presenting the policy of the migrant workers citizenship of Sichuan rural workers should both focus on promoting the migrant workers citizenship of rural workers and the future economic and social development in Sichuan, and make the process of Sichuan rural workers becoming citizen become a rural and urban integration process, according to the developed process, a harmonious society built process.On the basis of this research, we suggest this point for making rural workers become citizen:(1)The separation of labor, laborers and their family is the main problem to solve the plight of the migrant workers citizenship of rural workers.(2)The main obstacles of transforming rural workers into citizen are: Institutional barriers, psychological barriers, city to undertake force barrier and economic ability obstacle.(3)Ways to solve this are:â‘ Choose ways of the migrant workers citizenship of rural workers:return the Household registration system and execute Residence permit system or ID system;speed up the Reform of system of rural property right, Reform the land property system; improve the rural workers education and training system, Enhanced their ability of access to city and agricultural modernization; build the unified urban and rural fair without discrimination of employment system.â‘¡Choose ways of the City fusion:Build and improve the rural workers social security system;build and improve the rural workers housing security system; build and improve the children of the rural workers education system.â‘¢Choose ways of establishment of living area:Set up a reasonable urban hierarchy system; Reasonable divide the function region; use the main regions as the farmer concentrated residential areas or farmer concentrated settlements.â‘£Choose ways of population:According to the present conditions, we can focus on the following four types of rural workers to be the first in urbanization: First, workers with the family transfer into the city; second, workers who have been integrated into the city; third, rural workers of the new generation; fourth, Sichuan rural workers becoming citizen in foreign province. |
