Since the reform and open policy, the way of China’s state-owned land transfer had changed the way of free-use land, and gradually established new pattern transfer land resource by market means. Land serves as a special commodity, the use of the land must be paid, terminable, transfer the possession. Paid-used of state-owned land is mainly by the way of the tender, auction, listing. Transferring state-owned land can raise a lot of money, and help the government to concentrate enough manpower and resources for economic construction. From an overall point of view, this method of land transferring is single, and the single has many drawbacks, which has affected the development of social economy.Our country state-owned land transfer system reform direction is to narrow range of allocated, expand the paid use coverage, eventually cancel land supply dual system, and increase the ability of land supply and control. This means the administrative office, energy, electric power industry, schools, hospitals, museums and other must pay for land. But land granting system can’t meet the diversified demand for land. In order to overcome the deficiency of current land leasing system and drive the means of land-paid-use diversificative, we earnestly needs to undertake land annual rent system exploration. The author hope that, this research could further deepen our land transferring system reform, constantly enrich and improve the diversity of the state-owned land use, and promote the state-owned land use more efficiencies and improve the state-owned land assets.This paper is mainly divided into the following sections:The first part, mainly introduces the background and significance, as well as the domestic and foreign research introduction. This paper argues that the stated-owned land transferring system includes not only the land transfer for charge also includes of land free of charge transfer. Every way of land transferring has its own advantages and disadvantages, and to a certain extent, the advantages and disadvantages are complementary. Therefore, the charge for the land transfer should be diversification, in order to promote the charge of state-owned land transferring which is also the research purpose of this paper.The second part analysis the land-use-system and land transferring mode Then, based on the analysis advantages and disadvantages land grant system and land annual rent system。The third part, this paper makes a detailed analysis land transferring system and land lease system of the United States, Britain, Finland, hoping to be able to learn the experience to guide China’s state-owned land transferring system reform.The fourth part put forward a proposal to improve the land annual rent system。This paper introduces the land annual rent system. Then, the paper analyzed in the scope of land annual rent, rent levels, rent-adjustment, rent-collection.The fifth part discusses real estate tax system adjustment and reform of land grant system and land annual rent system. And put forward adjustment and reform the part of the real estate tax in land annual rent system.The sixth part, this article put forward some suggestions on how to promote our country state-owned land.This paper has the following innovation points:(a)This paper argues that the land transferring included not only the compensational land transferring but free land transferring. Land compensated transfer does not only includes annual land rent but also includes land granting.(b)This paper argues that both the annual land rent and land granting have its advantages and disadvantages in system design and management in the technology.(c)According to the property of the use of land, we should give the land rent for a discount.This paper also exist some disadvantages. The main disadvantages of this paper are the lack of empirical research. Due to the lack of certain key data, the author did not set a specific land value increment rate, to the land rent system in detailed implementation measures and supporting measures discusses insufficient.
