| Since the reform and open policy, our country has made a great progress in botheconomy and society, with people’s living standard improved. Social security systemhas been playing the role of social stabilizer. Medical insurance, as an important partof social security system, plays an irreplaceable role in eliminating worries of sickpeople and their family and it takes the responsibility of people’s health. From thefoundation of our country, medical security has changed and developed along with thetransformation of economic system. However, the practice operation effect of socialmedical insurance is not satisfactory, especially referring to serious illness securitysystem. Urban and rural residents always fall in to poverty because of catastrophichealth spending.Based on the theory of social policy for development, a country should investpeople’s health to maintain and improve the quality of the labor force. Takingdeveloped countries and some developing countries for example, carrying outeffective medical treatment not only show no signal of economic burden, but promotethe harmonious development between economy and society, also the welfare of thewhole society. Based on the concept of social security construction, considering thestage of our economy and deep analyzing the social insurance system in our country,this article take basic medical insurance system for urban employees as the researchobject. The empirical analysis of catastrophic health spending among urban workersand their families shows that government undertaking the serious illness expenditureis feasible. To keep the original system stable, we put forward serious illnesseliminating theory in social medical insurance system. To be specific, governmentundertakes the serious illness expenditure through financial support and leads thedesigning and implementation of related policy. We also provide a thinking pattern forurban residents and farmers’ medical security system. |
