| In recent years, along with the changes in the internal and external environment, t heenterprises’ operation model is changing from small-scale and single-project model tolarge-scale and multi-project model, and the number of the enterprises’ project becomesmore and more, with bigger scale and more difficulty. Based on the corporate strategiclevel, the optimal allocation of resources in multi-project pattern has been studied, and ithas been a key point for enterprises to establish a comprehensive efficient pattern ofmulti-project management. It is so urgent for the military enterprises to use themulti-project management when it is in the transition period, and based on that, thisresearch has been started in the background of wide application of the multi-projectmanagement in the field of military industry, with the new opportunities and challenges.With the theoretical basis of modern project management and aerospace systemsengineering, this paper studied the multi-project management in a "Plant and InstituteIntegration" enterprise (ABC company). In the part of pattern design, we first introducedthe basic situation of the company, and pointed out that the contradiction between theneed of the company’s development and resources and ability appeared before theimplementation of the multi-project management. Then, combined with the actualsituation of the company, we designed a multi-project management pattern, which mainlyconsisted of a composite matrix organization, planning and grading management system,performance appraisal and incentives, process control and coordination mechanisms andinfrastructure support platform. In the implementing and concluding section, wedescribed the implementation of the multi-project management pattern, and summarizedthe effect and the problems of its implementation in the last three years. At the same time,we presented the further improvement strategies, including setting up a projectmanagement office, introducing project management maturity certification, emphasizingthe management of project stakeholders, implementing the project target cost management, co-ordinating the relations between project management and professionaldevelopment, which could improve the multi-project management pattern. In theconclusion section, we concluded our research results and gave the further researchdirection, meanwhile, we also pointed out that this paper provided a valuable referencefor the similar enterprises to build the best multi-project management pattern. |
