The Research On Application Of Strategic Trade Policy In China Environmental Industry

In recent years, environmental protection has drawn more and more attention fromthe government, experts and people from all walks of life. With the economicglobalization and further implementation of sustainable development strategy,environmental industry, this emerging industry faces a once in a life-time opportunity fordevelopment together with many great challenges. Many developed countries launchedthe environmental movements in the1960s, since then the environmental protectionindustry has emerged and developed rapidly. However, in China, the environmentalprotection industry being formally integrated in the national economic and socialdevelopment plan was in1992. Due to the specialty of our country’s development whichhas already deteriorated the environment, including water, soil and air and ecology,although the environmental protection industry started late in China, our government haspaid great attention to it. And as a significant national issue, it has become a majoreconomic and social subject.At present, based on international environmental protection market, environmentalprotection, environmental technology and labor capital, are reallocating the resourcesworldwide. Environmental protection industry, with its comprehensive penetration,dynamic development, high-tech support, economic externality, capital intensity anddependence on government policy, can generate economic, environmental and socialbenefits. With the development of economy, people’s requirements of life’s qualitybecome higher and higher, so requirement of environment does. Thus, socialrequirements of environmental protection industry become bigger and bigger, and theinternational competition become more and more fierce. At the same time, with Chinabeing increasingly open to the world, how to set up and carry out effective trade andpolicies to spur the development of environmental protection industry, and how to joininternational competition and take a positive position have been listed high on the agenda.Strategic trade policy theory, as a mature theoretic branch among international tradetheories, provides a theoretic basis for China to develop the emerging environmentalprotection industry in the background of strong international competition. This paper, from the perspective of strategic theory, analyzed the necessity andfeasibility of strategic R&D policy. Through theoretic and feasibility analysis this paperconcluded it is appropriate for China’s environmental protection industry to use strategictrade policy, and application of the policy will realize economic, social andenvironmental benefit. Finally, together with the current national, industrial policies andanalysis results, this paper provides a proposal for the development of Chinaenvironmental industry. It is that both government and enterprises need to cooperate todevelopment China’s environmental protection industry.
