A carbon tax would be a for CO2emissions from setting categories of taxes. Acarbon tax would be effectively regulate the environmental pollution of a kind ofeconomic methods. On the one hand a carbon tax would make fossil energy prices,thus increasing the production cost, reduce carbon emissions to high, high pollutionindustry investment’s enthusiasm, but will also have to economic growth inhibition;At the same time, a carbon tax range, can increase the fiscal revenue for thegovernment, and to the tax revenue earmarking, encourage enterprises to improveextensive production technology, foster a low carbon economy development, theeconomic development of green can boost.Recently, calls for carbon tax collection become common. Now China face aemission reduction pressure, it is very useful to develop a low carbon economy. As aimportant industrial base, it’s possibility for Liaoning province to adopt carbon tax.Because carbon tax would be increase fossil energy price in short period as well asreduce energy consumption. It will be the reason to reduce social output.. Considerateour tax burden as well as the negative impact,we should set carbon tax rate low ininitial.also the government should be reduce others tax rate.Based on the specific situation of social and economic development in liaoningprovince,on the one hand this paper analysis the necessity and feasibility of carbon taxin China province as well as some problems when collect carbon tax, and providesome advice. On the other hand basis on the production function model proposed in LiShaorong, the carbon tax is integrated into the resource tax, to research economy ofLiaoning Province by the empirical method, as well as provide a reference for a carbontax in China.
