| The Fifth Plenary Session of the Sixteenth Central Committee of the Party put forward the important historic task of promoting the building of a new socialist countryside. Vigorously developing rural passenger transport to solve peasants’ travel difficultly is an important part of constructing the socialist new countryside, resolving "Three Rural" issues, improving their quality of life and narrowing the gap between urban and rural areas. Break the boundaries of the urban and rural area by promoting urban and rural passenger transport integration. Consider the development of urban and rural passenger transport as a whole, and focus on the organic connection and coordinated development of the urban and rural passenger transport, so as to maximally satisfy the travel needs of the masses and improve the quality of life of the masses. The urban and rural passenger transport integration is a new topic put forward under the new situation of rapid development of China’s urbanization process and comprehensive promotion of construction of a new socialist countryside in recent years, a new measure for the development of urban and rural economic and social integration, and a new task for Transportation Department to make a good job in "Three Services". With the deepening of super-ministry reform, accelerating the urban and rural passenger transport integration becomes an important and urgent issue of Transportation Department at all levels.The original passenger transport market of Liaocheng was dual system of urban-rural division. Urban public transport has been under the authority of Public Utilities Authority. After super-ministry reform, public transport management function is incorporated into the management of transport sector. Subsequently, Liaocheng Transport Bureau has proposed to vigorously promote the process of urban and rural passenger transport integration, integrate the city’s public transport resources, improve the public transport market operation mechanism, build a fully functional public transport network, form an efficient, accessible, comfortable and convenient public transport service system, continuously push forward the modernization of the urban and rural public transport, so as to maximally satisfy the social development and people’s travel needs.Over a long period of time, Chinese experts and scholars in transport sector has focused on the urban transportation planning and construction, and has paid little attention to urban and rural passenger transport planning and construction. Until late1990s, parts of our country have tried out the urban and rural passenger transport integration. The researches on rural and urban passenger road construction, urban and rural passenger transport network planning and station planning mostly learn from the experience of urban planning and construction. Therefore, overall plan of urban and rural passenger transport integration needs its own set of scientific theory basis.This thesis combines the theoretical analysis with the empirical studies to analyze various problems and contradictions arising during promoting the development of urban and rural passenger transport integration and analyze the specific reasons for these problems from the aspects of theoretical basis, connotation and elements of the urban and rural passenger transport integration. This thesis put forward targeted recommendations and proposals from the aspects of convergence of various passenger transport operation methods, establishment of a unified policy, balanced development of various regions and other aspects through in-depth study on the urban and rural passenger transport integration. This thesis has important theoretical and practical significance. |
