Economic theory and practice proves that joint-stock system is the most importantcapital-organization form of the modern enterprise system. It’s also an effective pattern to perfectthe institution of property rights and corporate governance. Push forward the stock systemreform is the practical path for the rural commercial bank transfer to the modern financialenterprise. Set up the stock commercial bank is a rational choice for the countryside creditcooperatives which is relatively mature.With the continuously opening of our financial market, the rural financial markets facedmore competition. In the competition, many problems were found in the rural commercial bank.The mainly reason is the system left by the original Rural Credit Association. The reform of thesystem is not thoroughly, it needs deep joint-stock system reform. From the view of theeconomical marketability and the establishment modern enterprise system’s request, thejoint-stock system is also the best choice for the rural financial bank’s reform.With the property rights system theory and the company governance theory, this thesisanalysis the environment and the feasibility to set up Huizhou Rural Commercial bank based oneconomical development in Huizhou, the basic situation of the rural credit cooperatives. It alsostate the role and target of Huizhou rural commercial bank. Based on some common problems anreasons, the thesis also discussed the problems that might encounter and the ways to solve theproblems------stock system reform. The thesis also discussed the effective way to promote thereform of Huizhou Rural Commercial Bank, further analysis the plan to get listed and expectedeffect after stock system reform.
