In the new situation of economic globalization and china’s accession to the WTO,as the special area for economic development, the Development Zone which is drivenby industry, uses geographical advantages and integrates resources, becomes the mainforce of China for absorbing and utilizing foreign capital as well as introducingadvanced technology and management experience, and gradually becomes theimportant window to foreign trade. Along with the development of the developmentzone, the construction scale becomes larger, the regional boundary double expands,and the number of investors and the population of community have a continuousincrease. The management agencies of the Development Zone has to face a widerange of services such as community cultural education, regional health, laboremployment, social welfare, public environment, social security, militia force and soon, and the function of social services becomes more and more important. Therefore,the simple economic function cannot be satisfied with the needs of their growth, andthe former management modes gradually need to re-adjust the thinking to adapt to thedevelopment of the current situation.Since the “service” is transforming, Development Corporations, as parts ofservice agency of Development Zone, are working progressively to serve and managethe incoming companies with their operation of flexibilities. More and moreDevelopment Zone turn to use this serve mode as satisfying the requests of the existingcompanies as creating the serve brand for the Development Zone. In order to win thefierce competition for capital at home and abroad, it’s necessary to increase the servequality. Therefore, it’s very important to research the service quality of DevelopmentCorporations because their pressing close to the requests.The paper takes an example of HJ Development Zone and Corporation, and thenpresents the service mode of Development Zone and the current status of DevelopmentCorporations. It analyses the strategy of sustainable development by “SWOT” model,and evaluate the service quality of Development Corporation by “SERVICE QUALITY GAP” model,“SERVQUAL” model and so on, so as to prove and detectthe gap of service of expectation and perceived performance, that the purpose is toprovide some effective and useful hints to improve the service quality for theDevelopment Corporation.
