As the basic industry of China’s economy,Electricity is an indispensable factor to guarantee the steady growth of National Economy,National Strength and Quality of people life. With the rapid development of modern society,the power shortage has become a major constraining factor to the China’s economic growth.During the period of implementation of The Twelfth Five-Year Guideline,it has been an inevitable trend to continue on increasing investment in strengthening the construction of electric power projects.This paper focuses on the multi-objective optimization approach of Electric Power Construction Project.The target is to achieve the overall utility maximization,with the Shorten of the construction period and reducing costs under the scope of project quality.Firstly,the Universal Time Parameter Calculation Model for the general network planning,network planning and water network plan is established.Secondly,the multi-attribute utility model for the general electric power project is established according to the special nature of project and the regularity relation of duration,cost and quality.Finally,these models will be calculated by Genetic Algorithms.An optimization example to the500KV series compensation engineering platform construction project is calculated to prove the accuracy and validity of the method proposed in this paper.It provide a choice of multi-attribute optimization to the decision makers.This method can be widely applied to the optimization of China’s power construction projects and has a theoretical and practical significance to the development of power construction industry.
