To speed up the cultivation and the development of new energy vehicles industry, is not only beneficial to relieve the energy crisis and promote the optimization and upgrading of auto industry, but also beneficial to save energy and reduce emissions. In this way, we can cultivate new economic growth points and the international competitiveness.The new energy vehicles industry is in primary stage at China. Its basic characteristics are high investment, high technology, high return and industrialization period long. High industry barriers, obvious externalities and information asymmetry are its economic characteristics. Although each department has given a lot of support to the development of new energy vehicles industry, it still exist several problems. For example, the R&D system is not standard, supporting facilities not perfect, and consumers have not accept it, the subsidies strategy needs to be improved and so on.Looking around the world, the US, Japan and the European Union represent the development of foreign new energy vehicles industry. They give correct support in scientific research, subsidies and tax. At present, Japan is the champion in technical and sales area and superior to other countries. As the world’s largest and most mature market, the US is being the first forever. The European Union is also struggling to catch up with others. Generally, the foreign countries always make suitable policy for their own industry in technology researching, organization management, economic incentive etc. Now, the HEV has entered the fast growth with bright future. The BEV is also gradually on the way of industrialization, suitable for the key development at the moment. The FCEV is the final direction of this industry. In addition, the paper has invested the potential buyers to summary the four influence factors on purchase behavior. They are cost, quality, protection, reputation. If we want to meet consumers demand, we need to construction and improvement from the government industrial policy, technology research and development system, industrial chain link and product market. Under the government’s right guidance and the whole society’s cooperation, the China’s new vehicles industry will scale new heights.Based on the combination of normative research and positive research, the quantitative analysis and qualitative analysis, this paper puts forward the development paths and countermeasures of China by the related theory of industry economics, marketing financial and so on. This paper is divided into five parts according to the content as introduction, literature review, theoretical research, analysis, indicator selection and data description, conclusions and recommendations.The first part is the introduction. At first, the paper descripts the research background and significance, and then analysis literature review which provide a valuable research reference bout this area. At last, the article briefly explains the research method, the framework, main innovation points and shortcomings.The second part is the new energy vehicle industry overview, including definition, type and industry characteristics. To our country new energy vehicles industry analysis including macroscopic environment, development situation and problems, and strive to complete the comprehensive reaction current condition.The third part is the new energy vehicle industry’s present situation and experience summary around the world. We study the new energy vehicles industry present situation and industrial policy in the US, the European Union and Japan. On the basis of the analysis about the similarities and differences among them, try to seek a suit way for our country.The fourth part analyses the influence factors when customers purchase new energy vehicles. Through the questionnaire collection and sorting, the paper recycles samples data processing and analysis of the group characteristics by SPSS17.0. The principal component analysis is used to carry on the factor analysis. which is concluded the potential impact factors when consumers buy new energy cars.The fifth part is the countermeasure research on promoting China’s new energy vehicles industry. According the above analysis of foreign policy and the empirical research of influence factors, it sums up the development strategies of our country.
