China is one of the countries with frequent natural disasters and the most seriouscatastrophe losses in the world. With global warming, mutagenicity and abnormality as wellas unpredictability of all kinds of disasters are becoming obviously, disaster losses continuedto increasing, the natural disaster has become one of the important factors restricting China’seconomic and social development. However insurance company in our country forcatastrophe risk is often taken to limit underwriting policy, the proportion of businesses andhouseholds to participate in insurance is too low, the role of insurance in disastercompensation is far from played out.Based on the above facts, this article put the catastrophe risk as the research object, at thefirst step this article analyzes the catastrophe risk characteristics in-depth, understands thecharacteristics and types of catastrophe risk, explore the impact of accident losses caused bythe risk of accidents and vulnerability. This article illustrates the classic theory of insurablerisks, analyzes the relationship between catastrophe risk and insurable risk dialectically, andfinds ways for insurable catastrophe risk, and then introduce the practice abroad incatastrophe insurable. This article uses Analytic Hierarchy Process to analyze the importanceof the key elements, and provides constructive reference for improving our catastropheinsurance underwriting model. Finally this article establishes catastrophe insuranceunderwriting model to verify this study.Introducing insurance mechanisms involved in catastrophic risk management actively,will strength disaster prevention and relief system, and enhance the ability to resist risks of thewhole society, and play a major role in promoting sound and rapid economic development.
