| In the time of economic globalization, outward direct investment has alreadybecome one of the important factors which promote the growth of world economic.Along with the deepening of reform and opening up, outward direct investment of Chinahas entered a new phase of globalization. In this process, China is no longer the previousacceptance country of outward direct investment. China becomes the developingcountries which has the largest outward direct investment. At the same time we note that,the direction of China’s outward direct investment policy is gradually transferred fromattracting to promoting.At the beginning of outward direct investment concept, we analyze the theoreticalstudy of a country’s outward direct investment policy and China’s theoretical basis by anumber of scholars at home and abroad. We use literature research method, case studymethod, induction and comprehensive analysis method. We combined with the actualsituation of outward direct investment since the reform and opening up. We Use thechanges of the total amount and structure, analyze the evolution of policy evolution,management policies and service policies, since the reform and opening up. Managementpolicies includes the approval and supervision, the foreign exchange controls, theestablishment of promoting and encouraging guidance, project contracting and foreignlabor cooperation. Service policies include integrated services and day-to-day supervisionservices. We identify imperfections of the current policies and regulations and putforward specific policy recommendations of China’s outward foreign investment. Finallywe came to the conclusion which includes to improve the supervision further, to improvethe services and safeguards further, to make statistical data public and detailed, to create afavorable external environment for "going out".This paper consists of six parts. The first part is mainly on the evolution of China’soutward direct investment policy, research background and significance, research content,research methods and analytical framework. The second section describes the theoreticalstudy based on outward direct investment. It includes concept, the study based on the theory of international investment and international trade, theoretical basis, research athome and abroad. The third section describes the situation analysis which includes theanalysis of total amount and structural to provide the basis for the policy change researchfor the next chapter. The fourth section describes the evolution research of outwardinvestment policy which includes the evolution, management policies and service policy.The fifth section describes the main problems and policy recommendations. The sixthpart is concluded based on the above study. |
