The rural finance is the core strength of the rural economy. After several reforms,China’s rural financial system has made certain achievements, but there is insufficientsupply of financial functions. Agency perspective, the rural financial system reform atthe expense of financial efficiency or contrary to the direction of market development,lack of concern for rural finance function. Therefore, how to establish a functional,rational division of labor, property rights, a strong regulatory and adapt to the newsocialist countryside construction of the rural financial system, to achieve the balanceof rural economic development needs for the financial functions and the supply ofrural financial functions is the problems to be solved in the rural financial reform, it isasol the goal of this study.In this paper, first, use a variety of research methods to the systematic analysisand research on China’s rural financial system. to show the history of China’s ruralfinancial market development, and build the regularity of the rural financial system;Second, put forward innovative new ideas for the reform of China’s rural financialsystem; last, Comparative Analysis wears France and evaluation, through the currentdevelopment at different stages of development in the United States, Germany, andJapan’s rural financial system and the reform process, analyze and learn, explore asuitable for the development of China’s rural financial system reform path.The article is divided into five parts. The first part is Introduction. The secondpart is a theoretical study of the rural financial system. To explore the functionalperspective of the rural financial system should possess the characteristics based onthe systematic introduction of functional law and Institutions Act. Then, theoreticaland Empirical Analysis of the rural financial system functional perspective offinancial role in promoting rural economic growth. The third part based on theperspective of financial functions, the historical evolution of China’s rural financial system, the supply current situation and existing problems of the financial system fora more detailed discussion. The fourth part of the international comparison andreference. Three countries to the United States, Germany and Japan for the typicalfeatures of the structure of the rural financial system and rural financial functioningwere introduced to provide a reference to build with Chinese characteristics, in linewith the new socialist countryside building needs of the rural financial system. Thelast part of the basic ideas and suggestions for the reform of China’s rural financialsystem. Proposed two-step implementation plan to improve the rural financial system,namely, short-term objectives and long-term goal. First meet the financial needs ofnew rural construction, the supply of the financial function in the organizationalstructure; further medium-and long-term goal to build a complete organizationalstructure, and complementary strengths of the formal financial and non-formalfinancial, competitive and orderly rural financial markets.
