| Software industry is heart and soul of the information industry in21st century and has become the focus of international competition and the strategic high ground. China’s software industry development has attached great importance from the government, in2000the18th State Council document and a number of related policy provides a good policy support. China’s software industry has a certain development. The18th State Council has expired. We need new Shige today’s software Industrial Policy. Since2008, since the world financial crisis is slowing the development of China’s software industry. To respond to "maintain growth, expand domestic demand, adjust structure" to weather the financial crisis, the policy direction of economic development shifted the focus of expanding domestic demand and restructuring, Meanwhile, the state has the top ten industry revitalization plan, including the information industry revitalization plan. To this end, the community, especially economists, the economic crisis, national policy out of the economic crisis in the role of enthusiasm increased. Policy of the software industry in this great environment also need to re-examine and attention, the past policies of the software industry only on the software industry and large research, not systematic, with one-sided and downstream industries and environmental factors.This paper summarized the results of former studies, based on Porter’s theory of industrial competitiveness policies in the industrial development of the software industry’s role and what policies should be developed to achieve the promotion of balanced industrial development. Combination of China’s software industry development, and with the Japanese domestic demand-based software industry policy contrast, analysis of the Chinese economy in times of crisis should be established how the software industry policy to achieve the software industry’s domestic demand type development and revitalization. |
