Iron and steel industry is the basic support to achieve the industrialization of China.At present, the outputs and consumptions of Chinese Iron and Steel Industry is the champion in the world. During the fierce competition around the world, however, some weak points of our iron and steel industry began to appear:weak centralization, unreasonable construction, inappropriate structure of products, excess capacity and too much falling-behind capacity. Among them, the falling-behind capacity problem is the most serious one. The policies in the iron and steel field have paid attention to this trouble since last century, and have a great number of achievements during in the past ten years. Yet the aim of this series of policy has not come true so far. What blocked its implementing way? How can we root the falling-behind capacity out completely and offer the iron and steel industry more developing space?This thesis takes the research of policies Implementation as the main line. First of all, it clarifies the theoretical and actual meaning of this research. And gather up the researching achievements in and abroad. Secondly, it set up the thinking of researching by clarifying the relevant conceptions, studying the theories of implementation and their value in this paper, analyzing the pressing situation with relevant statistics and graphs. Thirdly, this paper systemizes the relevant policies from January1999to April2010, summarizes the problems the policies suffered in the way of implementation, and analyzes the reasons behind it from all points of view. Lastly, this thesis makes a thorough inquiry of the way of bettering the current situation and propelling the policies, from the perception of the policies themselves, subjects, objects, and the outer system of the implementation.
