Study On The Village Bank’s Organization Pattern

Rural financial problem is an important part of the problems about agriculture, ruralareas and peasantry in China. It is also a weak link which restricts the sound developmentof Chinese rural financial system. Rural financial incremental reform has been put on theagenda in order to solve the rural financial problem. In2007, Chinese government startedexperimental work on village banks, several laws and regulations were enacted, thereforevillage banks are getting rapid development. By the end of the year2011, there have been726village banks in our country. Village banks play more and more important role in ruralfinancial supply and demand contradiction and in perfecting rural financial system and inimproving the competitive structure of rural financial market. There are some problemsdue to village banks being still in initial stage and their young. It has been a hot subjectwhich is widely studied by scholars at home and abroad on how to solve the problems andaccelerate the sound development of village banks.This paper summarizes the typical foreign village banks’ organization pattern andconcludes the successful experience and draws lessons from them firstly. Then the paperanalyses the current situation of village banks’ organization pattern in our country. Andthen the organization theory and organizational innovation theory are used to study villagebanks’ organization pattern. This paper studies village banks’ internal organization patternon perfecting corporation governance structure, building flat organizational structure,optimizing business procedures and creating enterprise culture. This paper uses the theoryof financial industrial cluster to explore village banks’ external organization pattern, andreaches a conclusion that it is an attempt to construct several cooperative mode betweenvillage banks and other village banks and other rural financial institutions.
