The Study Of The Hi-tech Park Innovation System

After Silicon Valley’s economic affection is manifested, during1980s, Hi Tech Parks, imitating Silicon Valley has been built up among the global. Most Hi Tech Parks in our country, which indeed has contributed a lot to economic progress, however, has not formed a good innovation air system just like Silicon Valley.Hi Tech Park is a kind of form that innovation system is institutionalized, which is the policy path every country tending to use. This paper gives the theories about innovation system, industrial cluster and local government network, and combine the three elements into Hi Tech Park coupling mode. Hi Tech park is a complicated system, consisted with the three subsystems. While the policy made by government is the input quantity, industrial cluster and innovation system is the output quantities. Alongside the power of market becomes more stronger, local government network should be weakened. Thus the three variables affected each other upward spirally.The paper has based the theories about innovation system and high-tech Park. The real meaning of policy of high-tech is analyzed. Then we make a concrete study on Shanghai Zhangjiang Hi-tech Park and get the inclusion that Zhangjiang has not developed its unique innovation system till now.Meanwhile, the paper made an introduction on Hsinchu Science Park’s experience on innovation maintaining and its potential reason according to the field study of Hsinchu Science park and relevant data. Then we make a comparison between Hsinchu and Zhangjiang, trying to analyze the deep reason of Zhangjiang’s lack of innovation and made some suggestion.With theory and case study, the paper revealed that the reason of Hi Tech Park’s dilemma is that we made a misunderstanding about innovation study mode. Instead of real nonlinear interaction model, linear model are always supposed as the guidance, ignoring the complication of park system. This way of thinking lead government interruption legalized, and small and medium enterprise, which should be main part of innovation are marginalized.C-I-P coupling mode does not work very well. We suggest Hi Tech Park study and operation should be return into social ecological system, not the pure science using, which might be proper for innovation’s nonlinear essence.
