The Analysis Of Management And Service Mode For Seeking Medical Service Of Cities And Towns In Other Places

The dramatic development of Chinese national economy leads to the increasing regional transfer of personnel between cities and towns. The number of participants for social insurance who are seeking medical assistance away from their homes is increasing rapidly, which stimulates Chinese local governments to issue relative measures to meet this trend. Due to localized management and different management levels, however, the management policies for hospitalization in other places has not been issued in national or provincial levels. Lacking efficient management techniques and measure, the hospitalization management is far sway from meeting its demand.This article summarizes the current situation and features of hospitalization in other places, taking the examples of hospitalization management in Shanghai, Fujian, Zhenjiang, Shandong and several other places. It analyses the main problems existing in hospitalization and its causes, together with making feasibility analysis on solving methods provided by different units and pointing their relative deficiencies. It also points out that it combine the developing trend of medical insurance system and the current situation of basic medical insurance in present stage. And last the general thought, implement policies and suggested measures are provided.At the same time, the article provides a set of networked solution methods to reimbursement problems for hospitaliztion in other places in provincial levels, and establish the short-term and long-term goals for hospitalization in other places. The short-term goal is focused on establishing the networked coorporation relation among different areas based on province-leveled management. And the long-term goal is to raise coorporation levels and upgrade the coorporation to a nation-wide level, improving the regional coorporation system and encouraging the networking examination system. To refine the plan, the principle of fair treatment, coorporation for mutural benefits, efficient manipulation and convienient service must be carried on. The Ministry of Human Resources and Social Security(MHRSS) must focus on unified lay-out and issue guiding suggestions to gradually establish regional management for hospitalization based on the principle of mutural trust. And MHRSS also should enforce the long-term system on hospitalization registration, networking reimbursement and regional examination.
