Study On Improving Supervision Mode Of CIQ

In recent years, with the same time of the rapid developing, the China’s export enterprises face with the need to upgrade, the supervision mode of CIQ is also no longer meet the current request. Originally "Management+final test" mode, focusing on the final outcome, neglecting of the management process, expose the loopholes and short in the inspection and quarantine supervision. Now inspection and quarantine institutions across the country attempt for various reform respectively, inspection and quarantine focus on the safety, health, environmental protection, law enforcement into the service, inspection extended forward into the management, such as export planting and breeding base management, classification management, regional management etc.This article bases on public policy theory and public administration theory, starts from the general principle of government regulation, compares the domestic and the international inspection and quarantine authorities of the similarities and differences between corporate governance mode, learn some advanced from the foreign practices, summarize the ideas for domestic reform, to propose mode of inspection and quarantine supervision Reform Strategy. Among them, the constructive views on improving the inspection and quarantine system and the Function are put forward. Focusing on the reform of supervision mode,the author discusses the conceptions, the contents and the features of the Classification Management mode and the regional management mode.About the innovative, from the regulatory of the level of reform inspection and quarantine supervision mode, the article summarizes the reform models and learn from the supervision modes of foreign inspection and quarantine department, creatively uses of a number of institutional reforms put forward new arguments, such as in the inspection and quarantine system the separation of the legislation department and implementation department, classification management mode, regional management mode. There are certain innovative creators on the improving the supervision mode of inspection and quarantine departments.
