Urban infrastructure is a product of urban survival and development, it providesbasic protection for the urban economy, social development and people’s lives. Theconstruction of urban public infrastructure was constructed by the government, butwith the fast development of China’s urbanization, infrastructure construction is nolonger able to meet the needs, the need to intensify efforts in building, and governmentfunds are insufficient to meet investment needs. The introduction of the PPP modeto become an effective way to resolve this problem, either to attract social investmentor use of the private sector advantages, accelerate infrastructure construction to meetthe growing needs. With the application of the PPP mode practice continues to deepen,expect to achieve localization of the PPP mode, this pattern will truely promote inChina.First, the paper provides an overview on the related concept of PPP mode,focusing on the difference between PPP mode and the BOT model, highlighting theadvantages of the PPP model, and the PPP mode required for successful operation ofthe key factors to consider are analyzed, the paper analyses the PPP model applicationprospect in our country.Second, find theoretical basis for public-private partnership (PPP) managementmodel in the application of the urban infrastructure, through analysis the necessity andfeasibility of the PPP model in urban infrastructure, aimed at to find new mode.for theconstruction of urban infrastructure in China.Third, from a management perspective on how effective to use public-privatepartnerships in urban infrastructure, the study including a fair risk-sharing mechanism,based on the distribution of benefits of risk-sharing mechanisms and project evaluationmechanism and etc, give some innovation on the distribution of benefitsmodel, through the introduction of public satisfaction coefficient to balance thedistribution of benefits between the public and private.Finally, through simple case analysis of the PPP project success factors and thereality of the problems, and give some suggestions and countermeasures for theproblems in the implementation of the PPP mode.
