The Improvement Of Our Coutry’s Government Investment Management

Since the reform and opening up, the economy of our country has got rapid development, for the first time China’s GDP is beyond Japan becoming the second largest economy in2010, including the contribution of government investment. In order to stimulate economic development, all countries in the world pay attention to the basic role of the government investment to lead the social resources, and the government invest a lot of money to finance the government investment projects out of the need of macroeconomic control and national security every year. Government has always attached great importance to strengthen research on the government investment project management due to the large scope and wide influence involved by the government investment. However, our country started later to carry out the research of government investment project management problems in the market economic system because of our country’s long-term planned economic system.although the government investment project management has also adopted the international advanced management mode in many areas, but is not perfect, and many national areas still use the continue historical mode and habit to carry on the management in project management appearing some problems. The purpose of writing this paper is to provide the realistic feasible suggestion to improve our government investment project management. Therefore, this paper selects the government investment project as the research subject, trying to provide certain theoretical basis and practical experience for our country’s government investment project management.On the basis of previous studies, this paper carries out the research on the topic of the "government investment project management" in view of the shortcomings of the current management mode and the existing problems. I research the present situation and the existing problems on the current government investment project management using first hand material and the practical work experience on the government investment project management. And put forward some solutions to out government investment projects countermeasures and suggestions referring to the advanced management model and management experience in developed countries.Specifically speaking, this paper is divided into five parts, the first one is introduction, introduces the topics’ background and significance of the paper, and the literature review. On the basis of large scale of articles, I arrange the domestic and foreign researches about the government investment project management, trying my best to describe the research achievement objectively, completely and representatively. The second part is the overview of the government investment project management.The paper introduces the government investment project classification and characteristics, and lists the content, the basic goal and management system covered by the project management in detail. The third part expounds the present situation and existing problems about the government investment project management as much detailed as possible, combining with author’s years of hands-on background and data gathered first-hand. The fourth part systematically summarizes the America, British and German government investment projects management model according to the organization management, decision procedures, supervision mechanism, risk management, and refines out western developed countries’common management characteristics. In allusion to a series of problems existed in our country’s current government investment project management, the fifth part gives a series of strong operational improvement project and policy suggestions combining with the foreign advanced management experience summarized by the fourth part, in order to provide the scientific theoretical basis to our country’s government investment projects management practice and guide our country’s government investment project management practice.
