During the HR management process, character structure of competency is more and more widely used. With the development of rapid development of techniques in internet, all various of platforms based on the internet skills are developed well in the recent years. IT oursoucing companies which provide professional services on websites, systems and databases for companies of all kinds of industries to ensure the well running of the businesses. However, a lot of analyses are focus on character structure of competency for management and high level positions but less focus on frontier and operational positions. The research applied the analysis methods including questionnaire investigation, key behavior event interview, documents collection to discuss the charter structure of frontier software engineers in IT outsourcing industry. Corresponding questionnaire was made for feedback. The collected data is organized and input for utilizing the statistic analysis functions, like element variance analysis, relation analysis through SPSS13.0statistic software package.The research concludes:character structure of competency for software engineers includes personality, client oriented conscious, capabilities of working under pressure, organization recognition and technical thinking capabilities. The conclusion of the research may provide reference for IT outsourcing companies when hiring, designing performance appraisal standard, working out motivation plan, talent development in order to lower the turnover rate.
