An Analysis On The Budget Management Of The Geological Survey Projects In Hunan Province

Enhancing the geological work is the strategic measure of relieving theenvironment restriction and ensuring the economic development, and the special fundfor the geological survey projects invested by the governments also increases year byyear, but there are still many problems in the budget management of the special fundfor the geological survey projects, which needs to be reinforced. Actually, the budgetof the special fund for the geological survey projects is the economic programme tosatisfy the demands of human, financial and material resources in the projects of thegeological survey on the basis of the technical design, the budget standard and therelated quota in the geological survey, according to the related rules of government’sspecial funds in investment and the objective requirements. The project budget of thegeological survey is the foundation of drafting the implement plan and determiningthe project funds, is the important means of the technical analysis on the projectdesign, and is also the important component part of the departmental budget.Simultaneously, the management in the project budget of the geological survey, whichis an important part of the public financial management and is also the concretemanagement to carry out the special funds of the government investment on thegeological survey projects, takes the principle position to ensure that the nationalprojects of the geological survey can be completed, and the national budget funds canbe used economically and efficiently.In the context of the new public management, and by means of introducing thecurrent situation in the budget management home and abroad, as well as the relatedconcepts and current situation in the budget management of the geological surveyprojects, this thesis contrasts the traditional budget modes of the special fund, andanalyzes the features of the performance budgeting models, which can highlight theadvantages of it; at the same time, it suggests to reform the traditional budgetingmodels of the special fund for the geological survey projects, and also implements thenecessity of taking the performance budgeting models. Then, it empirically analyzesthe current situation and problems in the budget management of the special fund forthe geological survey projects in Hunan Province, and also proposes the improvementmeasures and suggestions to these problems, such as: enhancing institutionaldevelopment of the budgeting management of the special fund, sounding theinstitutions and functions, standardizing the orders, strengthening the system management of monitoring financial affairs, contructing the index system, improvingthe review level, and strengthening the regulatory functions, etc.
