With the rapid development of Chinese economy and society, public are paying more attention to the the quality of products. People’s attention to product quality has risen to unprecedented heights as more and more product quality incidents occur frequently. People have threw doubt upon the effectiveness of product quality supervision and random checking, and even the credibility of the government.Product quality supervision and random checking is a kind of product quality supervision method which is clearly provided in the Products Quality Law of P. R. Nowadays, how to carry out this method more effectively directly influence the actual benefits of people. The chief way of our supervision and inspection system is spot-check which focus on the products that may endanger human’s health and property safety, influence the national interest and people’s livelihood, and that have quality problems. Our supervision and spot-check mechanism was established in the mid-1980s and have been playing an important role in our quality supervision business. More and more quality incidents have long plagued the government, quality supervision departments and quality supervisors. The working programs of product quality supervision and random checking have five segments, including setting programme, sampling, testing, objection handling and results summarizing and post-processing. Every segment is important to the effectiveness of product quality supervision random checking. Sampling is the foundation of supervision and random checking where problems would most likely to occur. The problems in sampling process may bring fatal consequences to the product quality supervision and random checking.As a grassroots worker of quality supervision, in this article I sum up the previous product quality supervision and random checking affairs, especially the sampling affairs, analyze the problems in these product quality supervision and random checking affairs and find how to increase the effectiveness of product quality supervision random checking, and puts forward some questions that need to be considered in sampling. Methods to increase the effectiveness of product quality supervision random checking include strengthening the efforts to the education and training of sampling staffers, strengthening propaganda education of companies, filling in the sampling documents correctly, carrying out company surveys and on-site inspection seriously, collecting and preserving sampling evidences detailedly, observing work disciplines and work cleanly. These methods will provide references and guidance for our product quality supervision and random checking affairs and increase the effectiveness of product quality supervision and random checking and then promote healthy and fast development of our product quality supervision and random checking cause.
