Comprehensive Budget Management Application Research Of Some Realway Transport Research Institute

Comprehensive budget management is a modern budget management system which can manage the resources of enterprise comprehensively and reflect the enterprise strategic-changing target. And also it’s a people-oriented system. Since this method been put forward, it gets the favour of many enterprises. But most of the enterprise haven’t realize the really power of the comprehensive budget management when they using it in the own company. At the same time, they didn’t combine their characteristics of the own with the method, so the comprehensive budget management doesn’t been used effectively until now.In order to have a comprehensive understanding of the comprehensive budget management, we studied the content, the function, the framework, the characteristics and the significance of this method. At the same time, in order to establish the really useful comprehensive budget management for some Realway Transpot Science and technological Institute, this paper also pay attention to the study of the principles, contents, processes, management and supervision of the railway transport enterprises. Finally we formed the comprehensive budget management’s framework system of some Realway Transpot Science and technological Institute. The specific content as follows:Firstly, we studied the knowledge of comprehensive budget management. In order to undersand all the knowledge of comprehensive budget management, we studied it’s development stage, it’s prsearch situation of domestic and foreign and it’s basic knowledge.Secondly, we analyzed the application of comprehensive budget management in railway transport research institute In this part, we analyzed the problem, the methods and the usability of comprehensive budget management.Thirdly, we established the comprehensive budget management’s framework system for some Realway Transpot Science and Technological Institute, combining the present situation of some Realway Transpot Science and Technological Institute. In this paper, we combined the theories of comprehensive budget management, the requirements of railway transport enterprise and the present situation of some Realway Transpot Science and Technological Institute, set up the comprehensive budget management’s framework system and it’s contents system, compilation methods, monitoring and assessment requirements.
