Located in the Yangtze valley, Anhui has a temperate climate and fertile land and plentiful rain, so it is a natural silkworm area. The silk industry in Anhui has ancient traditions. As early as the Xia dynasty, the middle reaches of Huaihe river had already formed a complete system of artificial silk production. In the Tang dynasty, Xuanzhou had the famous red thread blanket. While in the Qing dynasty, there were some famous kinds of silk, such as the flower silk,the silk thread and the green raw silk. The silk had been widely promoted and became one of the main byproduct.After European industrial revolution, capitalist countries all adopted mechanized production and became increasingly strict with the raw silk.Additionally, the rise of Japan’s silk industry made our country’s hand reeling unable to adapt the new requirements of the international market. Chinese silk was been crowding out little by little. Then influenced by the world economic panic, the number of silk exports fell sharply. To save the Chinese silk industry, the main silk areas had arisen the silk reform movement, Anhui also joined it.The recent reform of Anhui silk industry was conducted under the guidence of the government. As the improvement was belong to a branch of national silk industry reform, the reform body institutions included the international cooperation agency, the national management organization,Anhui provincial silk improvement mechanism and industry organizations.In the process of silk reform, not only had the government as a whole and planning, but also emerged a man of insight who were devoted to the improvement of career.The content of silk reform divided into two parts, the provement of silk production and the silk education. Anhui construction department set up a series of agencies and directing organs to promote improved breed and improve the ability of breeding. In1928, all secondary schools in Anhui province were reorganized to secondary vocational schools. These schools combined teaching with a certain size of sericulture seed production so that the integration of teaching and production was formed. Besides, there were some other public and private silkworm schools, they all made a contribution to cultivate silk talents.Throughout the process of Anhui silk reform in morden times, the government had made the overall planning and set up a batch of silk improvement agencies to carry out the improved matters. All provincial vocational schools and silk industry insight took an active part in the improvement, however, because of some subjective and objective reasons, such as the natural and man-made disasters, fund shortage and technical backwardness and so on, the silk improvement did not achieve expected results, the scope of improvement and promotion is limited.
