Since China’s reform and opening up30years ago, China’s economy has undergone tremendous progress, the GDP has risen to second place in the world, become the second largest economy in the world. Garment industry as an important industry in the national economy, plays an important role in China’s national income, every year to create a large number of employment opportunities and income of foreign exchange, made a great contribution to the development of our national economy and employment. However, since the outbreak of the international financial crisis, the economic development of countries entered the shrinking period, the international environment is bad, the lack of external demand, coupled with the rise of trade protectionism, coastal garment industry prior to rely on exports caused tremendous shock, many enterprises unsalable, even closed. Caused this situation is mainly due to China’s garment industry is relatively developed western countries in the low-end value chain, many enterprises are in the production link, the upstream design, advanced fabric, dyeing and finishing and downstream terminal sales and other high value-added link control in the western developed countries hands, because of the contraction in the economy, resulting in foreign orders the considerable reduction of enterprises difficult to continue to rely on processing. American management scientist Michael Port of the long-term research in many developed countries and developing countries of the industrial competitiveness, the diamond model is used to analyze the factors of the famous, the industrial international competitiveness, become by far the most authoritative analysis model, the most widely used. In this paper, Porter’s diamond model is used to analysis the development of the Western developed countries garment industry.Through Garment Industry Development Analysis of the Western developed countries, we find:Western developed countries in terms of natural resources home is not an advantage, most of the natural resources yields are lower than in China. However, the Western developed countries in the field of high-end clothing in the world, still occupies an irreplaceable position, analysis of the reasons we can see, the relative lack of parity in natural resources, but in the advanced factors of production, such as senior designers, skilled workers, and its advantage is more obvious, the world’s top fashion designers are concentrated in these developed countries. Meanwhile, the advanced technology of the developed countries is in the high-end Garment market dominance of a critical factor in these developed countries have the world’s most advanced textile machinery, so you can create some developing countries manufacturing senior clothing fabric. From this we can see that the Western developed countries at a disadvantage in terms of natural resources and labor, but they rely on state-of-the-art technology as well as a large number of senior Garment personnel occupy the world’s high-end clothing market. This is exactly the Porter’s theory mentioned in order to obtain long-term competitive advantage, it is necessary to develop the principle of the senior elements.We get inspiration from the analysis of the western development of garment industry in the developed countries. In view of the Garment Industry Development Status, this paper gives some suggestions from the factor of production, requirement, related industries, enterprise strategy and government.
