Since11th of2008,because of the deep influence of financial crisis,the amount of export of our country is decreasing. With the plan of the country’s Four Million, the platform of investment and financing in local government become the main force for pulling domestic investment. To reverse the tendency that economy glided, the local government all increase the investment,so that the number and scale of the platform of investment and financing are incredibly increasing. And they become the main object that banks lending. The local government pull the economy up through investment,at the same time,there is some bad influence. In many local government platform of investment and financing,duty officer is unclear, running program is not norm and so on. It also brings risk from all sides. The risk is in the all part of the platform,including investment,financing and cash recover and so on.Until2012,the local government’s debt reach11thousand million,but the use of this fund is always for social security projects what have no profit or low profit. So the platform’s stress of repayment is heavy.and the finance bear the stress.With Central Plains economic region becoming national strategy, many metropolitan area are constructing in Zhengzhou. CX is the only business entity of investment and financing platform in Zhengzhou. Since founded in2011, it undertakes the important commonality construction. This thesis study the financial risk to evaluate the financial condition and financial risk level.CX is typical among the district and country,so through analyzing its financial risk,we can get the way to evaluate the district and country’s financial risk,and then it can be used in other same level platform to control the financial risk.The article analysis the CX’s finance through enterprise performance, and select10financial ratio indicators to quantify the earning power, asset quality, development, put the result together according to the important degree, finally finding the finance of CX is not good, facing the finance crisis. At the end of the article, according to the finance crisis and finance situation, and deciding use the proposal to decrease the finance crisis from the following aspects:selecting urban construction investment of debt financing; building the finance crisis early warning mechanism; optimizing the governance structure; boosting profitability.
